Saint Charles Catholic School Student Handbook 2007-08

History:  Saint Charles School officially opened its doors to welcome its first student body on February l0, l9l3. Within the next few years it had acquired a student body of l50 students and 5 teaching sisters from the Immaculate Heart of Mary Community from Monroe, Michigan. The school continued to grow, adding onto the elementary grades, the first two high school years. On January 9, l923, a tragedy occurred. An arsonist, totally destroying the school structure, set a fire. Since the fire occurred in the early morning hours, there was no injury or loss of life. Immediate steps were taken to erect a larger and more modern school. With the support of Saint Charles Parish and the assistance of sympathetic friends, by December of that very same year, a new school had been built along with a new parish social hall. By September all was in readiness for the next school year. For further details, please see “History” on this website.

Immediately after buses leave parking lot, riders and walkers are dismissed to the back parking lot. All cars are to remain in the lot until buses depart. All students will be dismissed to the back parking lot.

Saint Charles Catholic School Mission Statement:   Saint Charles Catholic School seeks to provide a faith community, where each person’s spiritual, academic, emotional, social, physical, and creative needs find opportunity for growth and development.

Saint Charles School Philosophy:   Saint Charles School is a Catholic Faith Community dedicated to creating a comprehensive program of instruction by which each student is capable of developing basic academic skills by means of a curriculum enriched by the teaching of Jesus Christ and His Church. Saint Charles School is a Catholic Community having for its purpose to create an atmosphere in which each may develop as a total person capable of offering a valuable contribution to the Church and to the world.

GOALS: We believe that we are: To call each other to an awareness of Christ’s presence in all people which is exhibited by respect and concern for others. To guide, to encourage and to inspire self-motivation in every individual. To challenge and encourage each person to recognize and use their gifts and talents. To provide students with the knowledge and skills necessary to develop the fullness of their potential. To provide the opportunity for personal faith development so that students become witnesses to their Catholic faith. To encourage each person to assume responsibility for himself/herself and be responsible for one’s own actions.

St. Charles School Advisory Committee:   The Saint Charles School Advisory Committee is a 6-l0 member body that are selected and/or elected to consult in various areas involving the well-being of the school. Their role is as follows: * To promote the concept of lay ministry. * To develop pride and stability for the future. * To offer financial advice. * To consult in developing and defending policies. * To serve as a good public relations source. * To enable the principal to spend adequate time as an educational leader. * To provide parents with a voice in their child’s education. * To encourage strategic and long range planning. The School Advisory Committee meets the second Monday of every other month beginning in September and throughout the school year or as is needed. Notice of upcoming meeting dates will be listed in the newsletter and weekly communicator.

The Saint Charles Parent Teacher Group:  The membership of the PTG consists of the parents or guardians of school students and members of the administrative and teaching staff of Saint Charles School. There is no need to “join” the P.T.G. because membership is automatic. The objectives of the PTG are to advance the welfare of the school children through a coordinated effort of parents and children, to promote an interest in Christian educational growth and a clear understanding of mutual responsibilities of parents and teachers in education, to provide steady communication between school and home, to promote awareness of the needs of the community and to encourage Christian service. The PTG does not direct the administration of the school. It operates only in assisting administration and teachers in their pursuit of educational goals.

The Saint Charles Athletic Club:   The Athletic Program is a parish, not a school, program and is supported through the Athletic Club. Every student who is interested in playing a sport will be provided the opportunity as long as he/she meets academic and conduct standards. It is also an opportunity for every student to develop his/her athletic potential through competitive game time exposure, while learning good sportsmanship and the benefits of teamwork. Any parishioner may join the Saint Charles Athletic Club. A membership fee is charged. For further information, please call the School Office.

Protecting God’s Children Workshop:   All employees and volunteers at Saint Charles School must attend this workshop, i.e. Protecting God’s Children. This includes, but is not limited to, volunteers in the classroom, lunchroom, coaching, field trips, etc. Registration information is on line at www.virtus.org. When you take a class at another parish, it is your responsibility to bring in a copy of your certificate to either the Director or Religious Education or the Principal.

Admissions Policy:   Saint Charles School admits students of any race, color, and religious background, national and ethnic origin. Admission requests from parish members of Saint Charles will be given priority over non-parishioners until open enrollment begins. Registration information is published annually. Parents seeking to enroll their children in Saint Charles School are informed of and must accept the philosophy and objectives of the school. The school retains the authority to refuse admittance to, or exclude any student whose presence would seriously impair the development of Christian education or violate the rights of other individuals. A copy of the child’s most recent report card and most recent achievement test scores is required at the time of entrance. The child must have average marks in effort and courtesy. In doubtful cases, personal contact is made with the child’s former principal for further information and records. All new students and parents will be interviewed by the principal. (Grades l-8) All necessary immunization, consent and informational forms must be signed by a parent/guardian to be kept on file for each student in the school office. Non-Catholics are not asked to give up their religion, but rather, they must have an understanding of our Catholic beliefs. Therefore, all children will be expected to participate in religious services, education classes, and attend all liturgies. Students admitted to the Pre-Kindergarten Program must by 4 years old by September l; Kindergarten must by 5 years old by September l and pass a Readiness Test; First Grade must be 6 years old by September 1 and pass a Readiness Test. Early registration is pertinent in the younger grades as class sizes are limited to 28 students in grades Kindergarten through Eighth. The Pre-Kindergarten class is limited to 24 students. Students transferring from other schools will be expected to present a report of their educational progress and conduct before a final decision of admission is made. New students will be evaluated (tested) before the registration and grade placement is final. Every new student will be admitted to our program on a trial basis for one year. If upon receipt of the student’s file from another school, information is provided that indicates a problem that may result in a negative impact to the school or the student’s adjustment to our school, the administration has the right to deny admission to Saint Charles School. The student and his/her family will be notified and dismissal will be immediate. If there is consistent poor behavior, a poor attitude or inattention to academics during this probationary time, the student will be asked to leave at any time during the one-year probation period (calendar year).

Registration:   Registration takes place in early spring. Procedures will be communicated to parents or guardians at that time. All students must re-register every year. A deposit is required for a valid registration. There are no refunds. A registration deadline is announced annually. There is a 30-day grace period. After 30 days, there is a $100.00 late fee; after 60 days, there is a $200.00 late fee; after three months, there is a $300.00 late fee. If you have extenuating circumstances that makes it impossible to register on time, arrangements must be made by calling the principal prior to the registration deadline. Tuition and Fees Tuition Saint Charles School strives for quality education at an affordable cost. Tuition rates are based on the cost it takes to educate each student and are set by the Pastor in consultation with the Principal and the School Advisory Committee. We are grateful to you as parents for the sacrifice you make to send your children to this school. On our part, it is our commitment to you and this parish to continue quality education and fiscal responsibility. To receive the Contributing Parish Family rate, a family must be participating, registered, and contributing members of Saint Charles Parish. Members must be participating spiritually and sharing their time and talents. A participating member is one who regularly attends Mass in accordance with the teachings of the Church. A contributing member is one who is regularly contributing to the Sunday collection throughout the year, or who has made special arrangements with our Pastor. The suggested donation is a minimum of $12.00 per week. We will not honor as a Contributing Parish Family any family that is registered in another parish. Non-participating, unregistered, or non-contributing members will be charged the Non-Contributing/Non-Catholic Family rate. Once a family has been transferred to Non-Contributing family status, the matter will not be reviewed until the following school year.

Tuition Payment Plans:   Tuition and Fees may be paid in a number of ways. Several are listed below: In Full, by August 1 Partial payment on August 1 and balance through FACTS. Total Tuition in monthly payments through FACTS beginning August 5 or August 20. FACTS Visa/Master Card Option. If your tuition is not paid in full by March 1, a 5% late fee is added to the balance each month until the tuition bill is paid in full. Tuition Assistance The tuition account balance can be reduced in a number of ways, which are listed.

*Archdiocese of Detroit Stewards for Tomorrow Scholarship Fund - Families who wish to apply for this scholarship must be registered in the parish, participating and contributing. Applications are available in the spring for the next year’s assistance. These applications are available in the school and parish office. They must be signed by the Pastor and accompanied by a check for the processing fee.

*S.C.R.I.P. is a gift certificate program that was implemented at Saint Charles School in 1995. Many businesses allow us to purchase gift certificates from them at a discounted price. We sell the certificates at face value allowing us to make a profit. The profit is used to purchase “extra” items for the school. Tuition credits are issued to families who purchase S.C.R.I.P. certificates. After a $500 minimum purchase is met, a family receives 2% of their purchases as a credit on their tuition account. The $500 minimum purchase must be met each year after registering for the new school year. Partcipants in the Meijer Reward program receive half of their rewards as a tuition credit and the other half goes towards the school. Families who volunteer in the S.C.R.I.P. program (i.e. selling certificates after the masses, filling orders, etc.) receive 3% of their purchases as credit on their tuition account and their $500 minimum purchase is waived. Tuition credits will be posted to your account once a year. Tuition credits issued to families whose youngest child is an eighth grader and whose tuition is paid in full at the beginning of the year should designate their credit to go to another participating SCRIP family or their credit will be applied to the school’s general fund. Credit balances on tuition accounts will be carried over to the next school year. Tuition credits issued from S.C.R.I.P. will not be refunded under any circumstances. In the event that a family leaves Saint Charles School and there is a credit balance on their tuition account, the credit may be dispersed in the following ways: --Transfer credit to the families’ Religious Education account at Saint Charles Parish. --Transfer credit to another participating SCRIP families’ tuition account at Saint Charles School or Religious Education account at Saint Charles Parish. --Transfer credit to the Saint Charles School general account. --Transfer credit to the Saint Charles Scholarship fund. --Transfer credit to Saint Charles Church. The above disbursements will also be made for families accumulating SCRIP credits prior to their children’s enrollment. Under no circumstances will SCRIP credit be issued to other schools or refunded. If the above selections are not made within 30 days of separation from Saint Charles School, the funds will be transferred to the Saint Charles School general account. Again, tuition credits issued from S.C.R.I.P. will not be refunded under any circumstances. In the event of a dispute regarding S.C.R.I.P., the Pastor’s decision will be final. S.C.R.I.P. is a very important asset to Saint Charles School. It has eliminated the need for all other fund-raisers except for a magazine drive in the fall. Help Saint Charles Recognize Its Potential - buy SCRIP!

* Parish Scholarship Fund - forms available at the parish office. Based upon the financial needs of the family. Must have also applied for the Archdiocese of Detroit “Stewards for Tomorrow Scholarship Fund.” This fund is available to registered, participating, and contributing members of the Parish.

Refund Policy:  If your child does not attend Saint Charles School for the entire school year, tuition and bus fees are prorated. Book, technology, and lunch supervision fees, however, are non-refundable. S.C.R.I.P. credits are non-refundable. In case of expulsion, there will be no tuition refunded. All decisions regarding refunds rest with the Pastor. The Pastor’s decision will be final. When a child transfers to another school, the Principal and the classroom teacher should be notified in writing at least one week in advance. All textbooks, workbooks, and other items belonging to the school, must be returned to the teacher, otherwise an assessment will be made for the full replacement value of any missing item(s).

Fundraising:   In order to maintain competitive tuition costs, it is imperative that all parents commit themselves to the major activities of the school. To this end, each family should commit to the S.C.R.I.P. program and/or our annual magazine sale, or another fundraising activity. Student Council as well as some individual classrooms, also hold fundraising events during the year. Parents may wish to participate in the annual pretzel sale to help defray the cost of attending Camp Maas. ALL FUNDRAISING MONIES ARE TO BE TURNED IN TO THE SCHOOL. In the event that your child decides not to participate in an activity for which the funds are being raised, it is still the responsibility of the parent(s) to turn in all monies to the school.

Wing and Antonelli Scholarships:   The family of Gregory Wing and the family of Mrs. Geri Antonelli have established scholarships in memory of their loved ones to assist our families with tuition. See website for further details.

Guire Scholarship:   The family of Iva Mennig Guire has established a scholarship for students who will attend Catholic High School. See website for further details.

Academic Records:   Individual academic records are kept on all students beginning in the Pre-Kindergarten Program. Records are securely kept within the office. * Parents/Students have the right to view educational records of their child only. This does not include taking a copy of the record by either parent/guardian or student. * No person other than the parent, the student, or designated school personnel may have access to these files. * No records may be forwarded without written permission from the parent. * No records may be forwarded until all financial obligations are met. Learning Structure Grades Pre-K - 4 Self Contained - Students remaining in one room throughout the day. Grades 5 - 8 Departmentally - Students move from room to room-meeting different teachers who specialize in the subject areas of Math, Science, Social Studies, and English.

Parental Involvement:  The success of our school depends upon parental support. Volunteers are needed to help us with many programs and projects. Please make every effort to participate in our school activities. Parents are expected to participate in Parent/Teacher conferences. In addition, it may be necessary for parents to meet with the principal and pastor. We expect that all meetings with students and parents will take place in the atmosphere of Christian charity.

Grade Promotion involves the total student, including not only academic performance, but also social adjustment, emotional and physical growth. Teachers, with the principal, assess the progress of each student throughout the year. Notice is given to the parent if his/her child appears to be a candidate for retention no later than March 1. Parents will meet with the teacher and principal, if necessary, for careful assessment in all areas for any student for whom retention seems probable. A student who fails to meet academic, social or emotional requirements for promotion will be retained. The final decision for retention or placement will be made by the principal, who will consider input from the teacher and parent, considering the needs of the total child and his/her well-being and future success. The parent/guardian will have to abide by the school’s decision.

Marking System:   To develop their God given talents to the best of their ability is the goal for which students are urged to strive. Therefore, a marking system is established to help students measure their movement toward this goal.

Pre-Kindergarten, Kindergarten, and First Grade Progress Reports will be sent home with students beginning with the Second Marking period as these students are still adjusting to the school environment. S+ = Outstanding (A/B) S = Satisfactory (C) N = Needs Improvement (D/E)

Grades 2-4:   A = 93 -100% Outstanding Work B = 83 - 92 % Above Average Work C = 70 - 82 % Average Work D = 60 - 69 % Below Average Work E = 0 - 59 % Failure Work

Grades 5-8:   A = Outstanding Work 93 - l00% 4 points B = Above Average Work 85 - 92% 3 points C = Average Work 75 - 84% 2 points D = Below Average Work 65 - 74% l point E = Failure Work 0 - 64% 0 points

Physical education, music, art, computers, and courtesy are marked as follows: S+ = Outstanding S = Satisfactory N = Needs Improvement Academic Honors Academic honors are given in Grades 2-8. Students receiving the mark of D or U in any major academic subject (Religion, Science, Math, English, Reading, Spelling, and Social Studies) will not achieve academic honors.

Academic honors are based upon the grade of the student in Religion, Science, Math, English, Reading, Spelling, and Social Studies.

High Honors (Grades 5-8) Requires 27 or more honor points in a quarter time period and the award of Courtesy Honors. All of the student’s teachers evaluate the student’s courtesy. A=4 points, B=3 points, C=2 points, D=1 point Academic Honors (Grades 5-8) Requires between 2l and 26 honor points per quarter. No grade can be lower than a C for a student to be on the Honor Roll. Any high school classes taken by a student from Saint Charles do not impact honors, high honors or courtesy honors here at Saint Charles. These grades are recorded on our Report Card as a courtesy to the parents and future high school. (Grades 2-4) Requires all A’s and B’s End of Year Awards At the end of the school year, we hold an Awards program. Several other awards are presented to students such as Perfect Attendance, Student Council participation, Lego League participation, outstanding citizenship, winners of Young Authors, and other academic awards, most of which are based upon grade point average, or improvement in academic performance.

Courtesy Honors:   Courtesy Honors for Grades 2-8. Areas evaluated are: 1. Respects persons of authority. 2. Shows concern for needs and feelings of others. 3. Respects personal and school property. 4. Respects school rules. 5. Respects Dress Code. 6. Demonstrates self-control. 7. Accepts correction positively. 8. Participates reverently in worship activities. 9. Shows a positive and responsible attitude. 1. Listens attentively when others speak. 2. Does not interrupt when adults speak. 3. Follows directions. 4. Comes to class properly prepared. 5. Uses time effectively. 6. Is polite. 7. Shows appreciation. 8. Appropriate behavior in art class. 9. Appropriate behavior in music class. 10. Appropriate behavior in computer class. 11. Appropriate behavior in physical education. 12. Appropriate behavior in study hall. Other areas of concern may also be listed by teacher.

Courtesy Honors are awarded to students with no more than four check marks for Needs Improvement in Christian Growth. In addition, when determining Courtesy Honors, consideration is also given for other misbehaviors, Dress Code Violations, Detentions, and Suspensions. A student receiving three “pink slips” i.e. discipline referral forms during a quarter will not be eligible for Courtesy Honors. A student receiving three “Detentions” or “Dress Code Violations” during a quarter will not be eligible for Courtesy Honors. A student receiving any combination of five checks and/or discipline referral forms will not be eligible for Courtesy Honors. Academic Improvement Award Academic improvement awards are given after each marking period as well as at the end of the year for any student who has gone up one whole grade in at least one subject and has not dropped any grades in any other subjects. Service Award Responsibility is a highly valued character trait that is also encouraged and recognized as it develops. Therefore, service awards are also given to students for faithfulness to assigned tasks.

Homework assists students in developing a sense of responsibility. Homework also reinforces concepts taught in the classroom and is a means of helping parents keep abreast of what is being taught. Homework may be of a written, research, or review type work. It is not to be busy work. A study time should be in order all during the school year, and should be respected as a regular part of the evening hours. If formal assignments are not given this should not excuse a student from a period of study. Library books or reviewing classroom material on their own should fill this slot of time. The maximum time allotments are as follows: Grades l & 2 l0 to 20 minutes Grades 3 & 4 20 to 40 minutes Grades 5 & 6 60 minutes Grades 7 & 8 60 to 90 minutes Students show respect and responsibility when they turn in assignments on time. Penalties are given for late assignments as determined by classroom rules. Assignments for absentee students will not be available until after the absence. Students who return to school after being absent are expected to complete make up work within a reasonable time. All students are responsible for obtaining missing assignments. If you notice that your child is not doing homework, please call to check with his/her teacher as we do not want students falling behind in their studies. Progress Reports Progress reports are issued quarterly. Children who are absent l2 days or more during a quarter may not receive a Progress Report for that quarter. The teacher is, however, permitted to provide the child with make-up work and use this as a criterion for future markings.

Evaluations for Special Services Evaluations and testing for special services is accomplished by making a request to your child’s teacher. We have the referral forms in the school office. After you sign the form, we forward it to Jefferson Schools and the testing is then scheduled. We initiate the testing here at the request of the teacher or parent.

Testing The Iowa test is currently administered to students in grades 3,5, and 7. The MEAP test is currently administered to students in grades 6 and 8. Additional testing may also be done if the administration deems it necessary. Test results are reviewed by the teachers and administration. Individual student results are sent home to parents.

Library Policy:   The library is a resource center open to all students during scheduled classes. Saint Charles School Library is located in the loft area over the New Hall. Regulations: All books must be returned on the due date. Overdue books will be charged $ .05 per school day. Children who are absent on the due day should return the book when they return to school. Books must be returned in a reusable condition; otherwise, the cost of the replacement of the book will be charged against the student. The library is a place of work and study. There will be no visiting or loud noise in this area. All students must be under adult supervision in the library. The library must be left in order by each departing class for the benefit of the class that follows. Reference books, i.e., Encyclopedias, Dictionaries, etc. are to be used in the library only and may not be checked out.

All library materials must be returned to school by the end of the current school year or an assessment will be made for the replacement cost of the materials. Parents may decide whether or not your child may borrow a book from our library. If there are any titles that a parent does not want your child to borrow, you may send a note to our librarian to inform her of your decision. We will honor your wishes. In the event that a student leaves Saint Charles School, regardless of the reason, all library materials must be returned to school or an assessment will be made for the full replacement value of any missing item(s).

Textbook and Workbook Policy As part of the educational program, all students are provided with textbooks and workbooks required at their particular level of skill. All books are the property of the school and given to the students for their use. Books may be taken home for study whenever necessary. It is expected that materials will be used carefully so that wear will be kept to a minimum. Consequently, all books must be covered. All students must carry books to and from school in a book bag. All books, including notebooks, spelling books, work books, etc. may not be marked or defaced in any way or it is up to the student and parent to pay for the replacement cost of that book. Should excessive abuse, defacement, or loss of books occur, assessment will be made for full replacement value. No final report card will be issued until these accounts are settled. In the event that a student leaves Saint Charles School, regardless of the reason, all books, and other items belonging to the school, must be returned to your child's teacher or an assessment will be made for the full replacement value of any missing item(s).

School Supplies:   It is the responsibility of the parent to replenish their child’s supplies throughout the course of the year when needed. A school supply list is provided at the beginning of the year. School Property Property of Saint Charles School or items belonging to Saint Charles School that students use in or out of class must be used in a reasonable manner. All items must be returned in usable condition. Students may be charged for damage to any school property or items belonging to Saint Charles School or Parish, when deemed appropriate by the Administration.

Dress Code and Uniform Policy The dress code of Saint Charles School is designed to promote an atmosphere of class that is conservative and conducive to learning. A uniform policy promotes unity and camaraderie. Clothing should be neat, clean, modest, and tasteful at all times. Clothing at no time should be offensive, too tight, or suggestive. The dress code applies to field trips unless otherwise specified. Clothing is to reflect those items sold by uniform companies. This list is intended to define the acceptable items. Some unacceptable items are specifically mentioned. However, this is for clarification and is not intended to be an all-inclusive list.

FOR BOYS (GRADES 1-8) Pants/Walking Shorts: Navy blue of non-denim material. Cargo pants may not be worn under any circumstances. Walking shorts can be no shorter than two inches above the knee. Belts: Plain black, brown, or navy dress belts are required for boys in grades 5-8. Shirts: Solid color – powder blue or white. Dress, turtlenecks, or knit golf shirts with collar. Shirts must be tucked in at all times. Sweaters/Vests: Solid color – navy blue or white. May be button down or pullovers and shirt collar must be visible. Fleece material not acceptable. Socks: Solid color – navy blue or white. Shoes: Dark colored oxford or loafer type dress shoes are required with non-skid soles. No canvas or terry cloth shoes. No boots of any sort. No shoes resembling athletic footwear. No sandals at any time. Hair: The length of the hair in back must be above the collar (of a dress shirt) and at least one inch above the eye brows.  No hair should be covering the ears.  Sideburns should be one inch shorter than the earlobe.  Hair coloring of any kind is unacceptable. No fad styles, cut designs, razor cuts of any length, tails, bowl cuts and no undercutting. Conservative, traditional styles mandatory as determined by the administration. Personal Attire: No earrings, no jewelry associated with body piercing, and no tattoos. Mass Attire: Navy blue uniform pants and powder blue or white dress shirt required.  Ties are also required. Grades 1 thru 6: Solid navy blue ties. Grades 7 and 8: Appropriate dress ties – print or solid color. Ties must be worn until designated lunchtime. Students may also change into walking shorts at lunchtime.

FOR GIRLS (GRADES 1-8) Slacks/Skorts/Walking Shorts: Navy blue of non-denim material. Cargo pants may not be worn under any circumstances. Skorts, skirts, and walking shorts can be no shorter than two inches above the knee. Belts: Plain black, brown, or navy dress belts are required for girls in grades 5-8. Jumpers/Skirts: Solid color - navy blue. Classic red checked (purchased from School Belles) may also be worn. Skirt and jumper length can be no shorter than two inches above the knee. Grades 1 thru 8: Uniform jumpers. Grades 1 thru 8: Pleated uniform skirts. Blouses: Solid color – powder blue or white. Dress (Peter Pan or oxford style collars), knit golf shirts with collar, or turtlenecks. Blouses/shirts must be tucked in at all times. Sweaters/Vests: Solid color – navy blue or white. May be button down or pullovers and shirt collar must be visible. Fleece material not acceptable. Socks/Tights: Solid color – navy blue or white. Shoes: Dark colored oxford or loafer type dress shoes are required with non-skid soles. Two inch heels or less are acceptable. No canvas or terry cloth shoes. No boots of any sort. No shoes resembling athletic footwear. No sandals at any time. Hair: No fad styles, cut designs, razor cuts of any length, and no undercutting. Conservative, traditional styles mandatory. Hair coloring of any kind is unacceptable. Personal Attire: Small conservative gold, silver, dress code colors earrings and hair accessories. Pierced ears are allowed, however, tattoos and additional body piercing are not acceptable. Cosmetics: Grades 1 thru 6: May wear clear nail polish only. No make up during school hours. Grades 7 and 8: Acceptable items include clear or pale lip-gloss, light pale blush, light pale foundation and clear nail polish. Non-acceptable items are lipstick or outlining of lips of any kind, eye shadow, mascara or eyeliner, glitter, and colored nail polish. Mass Attire: Navy blue uniform slacks, navy blue or classic red checked jumper or skirt. Powder blue or white dress blouse required. Students may change into walking shorts at lunchtime.

FOR BOYS AND GIRLS At non-academic functions on school property or parish grounds clothing should be neat, modest, and tasteful. Clothing at no time should be offensive, too tight, or suggestive. Gym Attire: Saint Charles Spirit Wear shirt or sweatshirt is required. Pants, shorts, or sweatpants are allowed. Pants must be solid white, gold/yellow, or forest green with no decals. Exception would be Saint Charles Logo Items. Gym shoes and socks are required. If a student is not in proper gym clothing, failing grades will be given for that day in gym and the student will not participate during their scheduled gym time. No decals of any kind. Pocket sized logos only. Spirit Wear Attire: During some school years (especially when there is only one day of physical education) our students have been allowed to wear spirit wear on an additional day. Besides official Saint Charles Spirit wear, students may wear Saint Charles shirts from other Saint Charles programs as long as they are similar in nature to Spirit Wear (not athletic attire such as jerseys) as well as SMCC shirts. All questions about proper attire should be referred to the administration.

Dress Down Attire: Clean and neat jeans, or sweatpants, tee shirts, flannel shirts, sweatshirts, slacks, dresses, skirts and jumpers, gym shoes. Musical group shirts as well as shirts with inappropriate or questionable words on them are unacceptable. Clothing should be neat, clean, modest, and tasteful at all times. Clothing at no time should be offensive, too tight, or suggestive. No Tank Tops. Cargo pants may not be worn under any circumstances. No pants that have pockets sewn on the outside. All rules for acceptable clothing also apply for Dress Down Days. Field Trips: Regular school uniform unless expressly stated on permission slip.

Pre-Kindergarten and Kindergarten Students: These students are excluded from the dress code. Outside Winter Clothing: All students have outdoor recess most school days. Students should be dressed adequately for outdoor play. In the winter snow pants, warm jackets, hats, gloves or mittens, etc., are necessary. Students go outside unless the actual or wind chill temperature is below 20 degrees.

Wellness Policy Saint Charles Catholic School is committed to creating a healthy school environment that enhances the development of lifelong wellness practices to promote healthy eating and physical activities that support student achievement. A copy of the Wellness Policy is available in the school office for your review.

Field Trips of educational value are planned for each grade. Students must give their Homeroom teacher a field trip permission form signed by their parent/guardian before being able to participate in a specific field trip. Students who do not have parent/guardian approval for participating in a class field trip must attend school during regular school hours for the given day and will be expected to complete assignments designated by the teacher. Such students must also present to the Homeroom teacher a written note stating the reason for their lack of participation. This note must be signed by the parent/guardian. Students will be excluded from a class trip if there is any doubt on the part of the supervising teacher, in consultation with the principal, that they will not be able to assume personal responsibility for representing themselves and Saint Charles School well. Students will jeopardize participation in future class field trips by giving evidence on any class trip of poor conduct or lack of respect and cooperation. Siblings are asked not to attend field trips, as parents who are chaperones need to give their full attention to the school children in their care. Furthermore, siblings are not permitted to ride the Saint Charles School Bus.

Attendance:  When a student returns to school after an absence, he/she should bring a written excuse from the parent or guardian. Any student returning to school after an absence, who does not have a note explaining the reasons for being out of school, will be issued an unexcused absence. An absence of 12 days in a quarter may eliminate a student from a report card marking for that period of time. If a bus is late or the child has a written note explaining the tardiness, the student will be excused. Each case of tardiness shall be reviewed and recorded by the teacher. Where frequent tardiness exists, the teacher and/or principal will confer with the parents or guardians to address the problem. Homework assignments for absentee students will not be available until after the absence. Students who return to school after being absent are expected to complete make up work within a reasonable time. All students are responsible for obtaining missing assignments. IMPORTANT: When a student is absent - parent/guardian MUST NOTIFY THE SCHOOL OFFICE BY 10:00 a.m. - 586-2531. When a student is 30 minutes late for school or leaves 30 minutes before dismissal, a half-day of absence will be recorded.

Arrival/Dismissal Car riders should arrive by ten minutes before the start of the school day so that students have time to hang up coats, put away books, etc. You can say your good-bye to your child at the door. Parents should not accompany children into the classroom. All students must leave the school premises at the time of dismissal, or at the time of their assigned bus route unless they are under specified adult supervision. Riders on late Jefferson buses must remain in the classroom or on the playground until their bus arrives. If a child is to ride a different bus home, he MUST have a note signed by the parent. The school is officially closed when the last bus leaves, thus ending the school’s responsibility concerning the welfare of your child(ren).

Students remaining after school end time for a sports event are not the responsibility of the school. Sports programs are supervised by coaches and approved by the Athletic Club. If time lags between the time school lets out and practice begins, parents should make arrangements for their child for that interim of time. All students will be dismissed to the back parking lot. All vehicles should remain still until buses depart to ensure the safety of all our students.

Early Dismissal:   If for some reason parents desire a child to be dismissed at other than the regular time, a written note must be submitted to the teacher. ALL STUDENTS LEAVING EARLY WILL BE DISMISSED FROM THE SCHOOL OFFICE, at which time a dismissal form will be signed by parent or guardian. Children will only be released to parents/legal guardians or parties authorized by written consent.

Emergency Dismissal:   Our school has a Crisis Plan and in the event of an emergency, parents will be notified when and where to pick up your child(ren). Please DO NOT come to school in the event that you become aware of an emergency situation.

Illness/Injury Procedures followed during school hours or at after school functions are as follows: * School staff will instruct students to report all injuries/ illness to the school office. * School staff refers reported or observed incidents to the office for treatment. * The school secretary informs the school principal and the parent. * In cases where the student cannot return to class or in emergency situations, the parents/guardians are to be responsible for making arrangements for medical treatment and transportation. * If an emergency is severe, the school staff shall call for emergency medical care before or concurrent with notification to parents/guardians. * If the student is taken to a hospital, the principal or principal’s alternate will accompany the student to the hospital. The parents/guardians shall be notified immediately. * Accidents records are on file in the school office. In case of severe injury the school reports the accident to Gallagher-Bassett, Archdiocese of Detroit insurance carrier. School Closings The procedure for delaying school hours, and for closing school because of weather conditions is as follows: * The superintendents of the public school districts make the decision. *A representative from the public schools contacts the principal, who then contacts members of the Saint Charles School staff. *Classroom teacher contacts the designated Emergency Fan Out Caller for their class. The families that are contacted are those who have the oldest child in the family in that particular class. This information is posted on our school website and the parish answering machine under school closing information. *Saint Charles School student body is comprised of children living in both the Jefferson and Airport School Districts, therefore, either school district’s closing may cause our school to close as well.

Fire Drills:   State law requires the exercise of six (6) fire drills annually. Exit routes are posted in each room.

Shelter-in-Place (Lockdown) Drills:   State law requires two (2) planned shelter in place drills annually.

Tornado Drills:   Instructions are posted in each classroom. Drills are conducted seasonally.

Nuclear Emergency Detroit Edison in cooperation with the Monroe County Office of Civil Preparedness and the Emergency Management Division of the Michigan Department of State Police have designed the following procedures in case of a nuclear emergency:

1. Schools have their own evacuation plans, so do not attempt to pick up your child(ren) at Saint Charles School. 2. Saint Charles students would be transported by bus to Saint Stephen School, 18800 Huron River Drive, New Boston. Saint Stephen is located beyond the emergency zone, and would act as a “host” school for Saint Charles children. This would be the most rapid method of evacuating the children to safety. 3. Parents would then pick up their child(ren) at Saint Stephen School or an alternative location to be announced at the time of the crisis. Parents will be notified of evacuation by the usual phone fan-out system.

Annual School Calendar:  This calendar will be provided at the beginning of the school year. It will include information on scheduled days off, vacations, parent/teacher conferences and tuition payment schedule.

Monthly Calendar/Newsletter:   The last week of each month students take home a school calendar showing important happenings for the coming month. Listed are the Mass days and grades attending, the gym schedule, special sales or class fundraisers, non-uniform days, School Committee meetings, PTG meetings, and sacramental meetings. Spirit of Saint Charles, a newsletter from the principal and teachers informs parents of classroom/school activities.

Weekly Communicator:  An envelope comes home each Wednesday with the oldest child in the family filled with all the news of activities and upcoming events and other newsworthy information. This envelope needs to be returned to the oldest child’s homeroom teacher the following day.

Parent/Teacher Conferences Conferences are scheduled for all parents after the first quarter. Conferences for the second, third and fourth quarter are scheduled at the request of the teacher and/or the parent.

Grievance Procedure:   As we try to deepen respect and esteem for parental authority, we ask that parents do the same toward the teachers. If tales of injustice or matters of concern come to your attention, in fairness to home and school, both sides of the issue should be explored. Taking sides does not resolve a problem; it only worsens it, if anything. Christian responses are to try to understand, and in some instances to forgive and forget as the human in all of us could surface on occasion and does. The proper procedure to follow depends upon the nature of the concern. The following does not pertain to an issue regarding an individual student or staff member. Those types of matters are confidential and should be discussed with the teacher, principal, and/or pastor privately. For a matter of general concern or complaint regarding school policies, the following procedure should be followed: 1. First, talk with the teacher. If in the event your complaint is not satisfied, then go to step two. 2. Talk with the principal, who may request information in writing. If in the event your complaint is not satisfied you have the option to carry your concerns to step three. 3. A letter to the pastor may be in order. 4. The pastor has absolute authority to make the final decision regarding all matter pertaining to student discipline, procedures, and school policies. 5. Each situation should be handled individually and resolved at the local level.

Eligibility Code for Athletic Programs:  The Athletic Program is a Parish, not a school program. The CYO sponsors athletics at Saint Charles Parish. Athletes must be from families who are participating, registered, and contributing members of Saint Charles Parish. In order to participate in the athletic program a student must: *Attend Saint Charles School or *Be registered and attending Religious Education classes at Saint Charles Parish. *Students must maintain an overall average of 75% in the 7 major subject areas of Math, Religion, Science, Social Studies, Reading, Spelling, and English. *Students must earn a passing grade in each subject. *When a student becomes ineligible due to academics, the student will not participate in the sports program for a period of two weeks. The student’s grades will then be reviewed at two week intervals to re-determine eligibility. *Any student receiving four detentions for conduct issues during one marking period will not participate in the sports program for a period of one week. Any additional detention during that time period will result in an additional period of suspension from the sports program to be determined by the Pastor, Principal, and Athletic Director. *Any student suspended from school at any time will not participate in the sports program beginning immediately and for a period of time to be determined by the Pastor, Principal, and Athletic Director. *During the designated time period for ineligibility, regardless of the reason, the athlete will be excluded from practice and games. No suiting up for either. The Principal will notify the Athletic Director and parent of a student who is ineligible. All athletes are subject to the rules and regulations as set forth in the Saint Charles Student Handbook and St. Charles Athletic Club Handbook. Athletes from other parishes may participate in Saint Charles CYO sports with a letter from their pastor stating they are (a) registered members of that parish, (b) attending Religious Education classes at that parish, and (c) the sport is not available through their parish. In case of a dispute, our Pastor makes the final decision.

Rules and Regulations:  Discipline is necessary to teach self control, respect for others, and create a safe and orderly environment for all. This policy cannot cover every possible situation. It expresses a philosophy and general principles. Individual classroom rules are established early in the school year by the classroom teacher and enforced throughout the year. The following rules apply to students at school, school functions, school sponsored social activities, on the way to and from school, or school functions, on or off school grounds, before, during or after school.

General rules for the school that must be followed by all students include, but are not limited to, the following: * Students are to show respect to all adults and peers at all times during school hours. * Students are to walk in school buildings including the lunchroom and library. * Students are to use appropriate language, tone of voice and speak in a normal talking voice during school hours. No loud or excessive noises. * No gum chewing on school grounds. * No radios or c.d. players, cellular phones, or beepers of any kind are allowed. *Students are to be with their class or in designated areas determined by their teacher. Off limit areas include: the rectory, garages, church when entire classes are not present, credit union, the front yard. * Students are to dress appropriately each school day. * Students are not to be smoking or carrying tobacco of any type. * Fighting is prohibited. * Snowball throwing is unacceptable. * Cheating on homework, classroom assignments, and tests is unacceptable. * Students are to show respect to all adults and peers at all times. Verbal and/or written harassment will not be tolerated. * Bullying of any kind is prohibited. Failure to comply with these rules or the rules of the classroom may result in written assignments, a denial of recess or other privileges, detentions, or suspensions, or expulsion. Retaliation in any form, such as harassment, name-calling, ostracizing, intimidation, threats, etc. against an individual including all parish and school employees, volunteers, parents and students, for reporting or cooperating, in good faith, in a parish or school-sponsored or sanctioned investigation will not be tolerated. Anyone found to have engaged in retaliation will be subject to sanctions, up to and including expulsion from school. Several policies cover special actions: Major Violations of the Rules and Regulations Certain misbehaviors are considered so serious as to warrant very strong measures, which may include temporary suspension or permanent expulsion from school. Suspension means “separation from school for a definite, limited period of time.” Parents are notified and directed to arrange immediate transportation home for their child and then insure that the student’s activities are curtailed and that the time spent at home is serious rather than being a vacation from school. The length of a suspension is determined by the Administration, but usually does not exceed five days. Absence due to suspension is considered “unexcused,” resulting in loss of credit for work done during this time. Authority to suspend rests with the Administration. Re-admittance Procedure: Before a suspended student can be re-admitted to school, the following guidelines will be followed: 1. A student/teacher/parent/administrator conference must be held. 2. School officials may require further professional opinions before allowing re-admittance (counseling for the student/family, medical or psychiatric evaluation, etc.). 3. The final decision is based on the best interests of the school community, as well as the individual involved. 4. The suspension is not recorded on the student’s permanent record other that the date(s) of absence on the attendance record. Expulsion means permanent separation from Saint Charles School. This step is only taken after careful deliberation that involves the principal, teacher, pastor, student and parent, and only in case of serious misbehaviors. Expulsion is also used when a student’s behavior/academics indicate that s/he has not responded to previous warning and suspensions. Authority for expulsion rests with the Administration. Expulsion is ordinarily preceded by suspension so that the circumstances that suggest possible expulsion can be investigated and deliberated. At the time of suspension, parents are given written notification of the reason for the suspension. Behaviors that can lead to expulsion while in the care of school staff, at school or school functions, school sponsored social activities, on the way to or from school or school functions on or off school grounds, before, during, or after school are listed below. “School functions” include all field trips, class trips, and athletic activities, both on and off-site locations. Illegal entry, theft of property, vandalism or damage to school property. Entering a defibrillator cabinet, or opening it, or in any way altering it from its original state. Possession or use of tobacco, illegal drugs, unauthorized drugs, including any performance enhancing drug, or alcoholic beverages. This includes bringing such items for another person or placing such items in a storage place. Arson: The intentional setting of a fire, Initiation of a false alarm or bomb threat. Violent acts against any person. Sexual Harassment. Violation of the Hazing State law enacted in 2004. Hazing is defined by law as an intentional, knowing or reckless act that was directed against an individual that could endanger the physical health or safety of the individual, and that it was done for the purpose of, affiliation with, participation in, or maintaining membership in any organization. Violation of the Gun-Free Schools Act of 1994 i.e. bring a dangerous weapon to school. Threatening physical assault upon other students, employees, or any other adult who supervises students. A verbal assault against another student, employee, or any other adult who supervises students. Bullying: Deliberate, repeated, hurtful behavior, including but not limited to: physical aggression or alternative aggression such as name calling, teasing, humiliating another, or spreading rumors. Violation of any local, state or federal law. Repeated or gross misbehaviors in violation of the school Rules and Regulations that indicate that a student can no longer function effectively in the school program. In addition to the items specifically mentioned above, any misbehavior deemed to be of a serious nature, at the discretion of the administration, will result in disciplinary action including suspension or expulsion of the student in question. The principal is authorized, in all cases, to impose appropriate student discipline, up to and including expulsion. In case of expulsion, there will be no tuition refunded.

Bus Regulations and Suspension:   In the interest of your child’s safety while riding the Saint Charles bus or Jefferson bus, it is most important that the following rules are observed at all times. Any infraction of the rules will result in suspension of bus privileges, and thus the necessity for parents to transport that offender during the suspension period. Failure to comply with these rules may result in written assignments, a denial of recess or other privileges, detentions, suspensions, or expulsion.

The rules on the buses are as follows: Wait until the bus has come to a complete stop before attempting to enter or leave the bus. Remain seated while bus is in motion. An orderly loading and unloading procedure will be followed. Sit with your feet on the floor. Keep head, arms, and hands inside the bus. Avoid unnecessary loud noises. The driver should not be distracted while the bus is in motion. Do not shout at others on the bus, or at other passing vehicles. No throwing of objects. No fighting, pushing, or tripping. No profanity or obscene language or signs. Listen to the bus driver.

Computer Policies and Procedures:   Saint Charles School increasingly uses electronic forms of communication and information exchange. We encourage the use of these media and associated services because they make communication more efficient and effective, and because they are valuable sources of information. While, we recognize that these communications and services can provide great benefits to individuals, their inappropriate use can result in much harm. This policy is intended to deter students from harmful use of these services, while allowing them the freedom necessary for productive, beneficial use. This policy cannot lay down rules to cover every possible situation. Instead, it expresses a philosophy and sets forth general principles to be applied to use of electronic media and services. Electronic media may not be used to knowingly submit, publish, or display any defamatory, inaccurate, abusive, obscene, profane, sexually oriented, threatening, racially offensive or otherwise illegal material; nor shall the user encourage the use, sale or distribution of controlled substances. Any use in violation of any local, state or federal law is also prohibited and is a breach of the terms and conditions of this policy. Saint Charles School reserves the right, in its discretion, to review any students or user's electronic files and messages and usage to the extent necessary to ensure that electronic media and services are being used in compliance with the law and with this policy. Network services and World Wide Web sites are available in the school library. We do have an electronic "blocking" service. However, users have been known to access undesirable sites. All activities must be kept in good taste, presenting a positive, good image of both the student and the school. Any student who is found to be abusing access to electronic media or services will be subject to corrective actions, and risk having the privilege removed from him/herself. Students are expected to be courteous and respectful to others, including administrators, teachers, parish and school employees, volunteers, parents and students, in all of their interactions. Students who engage in name-calling, threats, bullying, intimidation, or other conduct or communication that has the purpose or effect of creating a hostile, offensive or abusive atmosphere, including such activity in online postings on social-networks, such as “Myspace,” wil be disciplined, up to and including expulsion. Failure to comply with this policy may result in written assignments, a denial of recess or other privileges, detentions, suspensions, or expulsion.

Telephone Usage:   There will be no inappropriate use allowed of telephones owned by Saint Charles or located on Saint Charles property. Students may not use telephones owned by Saint Charles or located on Saint Charles property for any defamatory, inaccurate, abusive, obscene, profane, sexually oriented, threatening, racially offensive, or otherwise illegal purpose. All telephone messages for students should be directed to the School Office for handling. Failure to comply with this policy may result in written assignments, a denial of recess or other detentions, suspensions or expulsion.

Lunch Room/Playground - Procedures/Rules Beverages are available daily in our school cafeteria. Lunchtime is supervised by monitors, who are in charge of the students, during both lunch and recess. Students are required to show them the same respect that they have for the classroom teachers. The attitude and actions of the students while in the lunchroom and out on the playground, should reflect the quality Catholic education that they receive both at school and at home. Courtesy and concern for others should be the rule, and not the exception. The following is a list of some Lunch Room and Playground Rules. This is not meant to be a definitive list, nor does it address all areas of concern to the fullest. Our major purpose in reminding parents and students of these policies is to provide each child with a safe lunch and activity time. Lunch Room Rules Show respect to all adults and peers. Walk in the lunchroom. Use proper language and speak quietly. Use proper table manners. Ask before using bathroom or leaving building. Additional Rules and Regulations are listed in this Handbook.

Playground Rules No eating or drinking on playground. Keep snow, wood chips on the ground. Stay away from ice and snow hills. Be kind and play fair. Treat each other and all adults with respect. Additional Rules and Regulations are listed in this Handbook. Weather permitting, most Saint Charles students are expected to go outside during lunchtime recess. It is the parents’ responsibility to assure that their child/ren is adequately dressed for daily recess. Outer clothing may include a hat, mittens, gloves, raincoat or warm jacket, long pants, scarf, and boots. Clothing should be marked with the student’s name in case of loss. The responsibility for canceling recess rests solely with the Principal or the Principal’s designee. Failure to comply with this policy may result in written assignments, a denial of recess or other privileges, detentions, suspensions, and expulsion.

Curriculum Learning experiences are provided in the following instructional areas: Religion, Language Arts, Mathematics, Science, Social Studies, Health and Safety. In addition, we make every effort to provide Art, Music, Computers, and Physical Education. Students are required to participate in physical education unless excused by a written doctor’s order. Car Regulations It is everyone’s responsibility to protect Saint Charles children when they enter and leave the school premises. During the scheduled lunch period, the parking lot inside the school complex is closed to traffic in order to provide a safe play area for the children. No cars are permitted in this area during school hours on school days. There is additional parking available in front of the church and across Swan Creek Road.

Asbestos:   In compliance with the Asbestos Hazard Emergency Response Act of 1986, Saint Charles School must issue this annual report to you regarding the status of asbestos in our school. The small areas of asbestos which are in the building are located in areas not frequented by students (boiler room areas). As we were advised, we are not tampering with this pipe wrap since it is not a hazard to workers in its present condition. Be assured that, to the very best of our expert’s knowledge, there is no threat from asbestos to our students, staff or visitors in the Saint Charles School building.
